That's why speech sounds 'mumbled' before it sounds 'quiet'. This is also why partners often say 'you hear what you want to hear.' A voice at 500 Hz (a man speaking in a quiet room) is intact; the same voice at 3,000 Hz (a woman across a noisy restaurant) is not.
